The Every Student Succeeds Act (ESSA) provides to school-age students and their teachers a variety of educational services. Most generally stated, the purpose of these services is to strengthen and support positive educational outcomes.

ESSA’s services are provided under four separate title programs that provide for the equitable participation of non-public school students and their teachers.
- Title I provides support for students who are struggling academically who reside in participating public school Title I attendance areas. While funding is determined based on the number of low-income students residing in Title-I attendance areas, Title I funding may be spent on any student who is struggling academically and resides within the areas served, regardless of economic need. The funding can be used for tutoring, mentoring, counseling, support services, professional development, and/or educational technology.
- Title IIA provides support for preparing and training high quality teachers. The funding for this program is driven by enrollment at the nonpublic school and can be used for teacher coaching/ professional development.
- Title III provides support for English language learners and is determined by the number of non-public students who meet the English Language Learner eligibility criteria set forth within Title III.
- Title IV provides support for well-rounded education. This funding is driven by enrollment at the nonpublic school and can be used very flexibly for many allowable uses which include, but are not limited to educational technology, professional development, and student support services. In addition, Title IV funds can also be used to fund after-school programs. This funding falls under Title IV’s “21st Century Schools” program.
Like IDEA, private school students’ equitable participation in ESSA on a regular, annual basis is reliant on robust consultation processes that are codified under the ESSA law. Through these processes of consultation, the equitable participation of non-public school students and teachers in the services provided under ESSA is achieved.
